Does he have some sort of trust fund that he has control of? Where is he getting the money for this?
This is experimental surgery so it wouldn't be covered by insurance. Bo and Nora lost the right to have a say whether or not Matthew is allowed to have the surgery, but don't they still have the right to refuse to pay for it? And what kind of hospital will perform a surgery without some kind of financial arrangiments being made beforehand?
I usually don't mind suspending disbelief on soaps, but for some reason this just annoys me.

I understand your annoyance, but some of this was covered. When the judge granted Matthew permission to make the decision regarding the surgery, she/he? also said that he had access to his trust fund for the purpose of paying for the surgery. I guess we are supposed to believe that Matthew set up the payment before his first surgery was supposed to take place.
What bugs me is that the doc would do the surgery without all of the usual testing that has to be done pre-surgery, plus making sure there's someone (other than loud mouthed Dani) to take care of him and be with him when he is released from the hospital. And where is he going to do his physical therapy? Of course, Matthew and Dani seem to think he's going to have the surgery, hop off of the operating table and catch a flight for Tahiti.

Message: Historically, soaps haven't gotten into who pays for what or things like insurance. IRL, if it is an experimental procedure, it is quite possible that Matthew's surgery would be covered as part of a study.
