It turns out that Jesse didn't really die back in the late 80's. But his death was faked by a corrupt FBI agent, who turned out to be Tad's uncle. Uncle Rob wanted this huge, priceless diamond and tortured Jesse, thinking that Jesse knew its whereabouts. After Jesse's supposed "death," Jesse went into hiding because he feared that Uncle Rob would hurt/kill Angie and Frankie. So for the next 20 years everyone assumed that Jesse Hubbard was deceased, when in actual fact he was on the run!
Early in 2008, Frankie appeared at Pine Valley hospital, half-dead from a poisonous root that he'd ingested out in the woods. His mother, Angie, returned to consult on the case, only to discover that the patient was her own son! She developed an antidote that saved Frankie's life...and also the life of Greenlee, who'd drunk the same poisonous root while trapped underground in that bomb shelter. And Jesse himself returned (secretly) to Pine Valley to lurk, i.e. "watch over" his boy. Inevitably, he and Angie came face to face. They reunited, and today they're more in love than ever.
Oh yes, and uncle Rob went berserk on the day that Jesse and Angie remarried. Rob kidnapped the bride and tried to abduct her in a heliocopter, but Jesse played the hero and rescued Angie. Uncle Rob's now in the Big House where he belongs...And the diamond? Ridiculously, it was stashed away for years in a toy elephant that Angie's adopted daughter, Cassandra, used to play with. Don't even ask. Silly storyline, but the fine acting of Debbi Morgan and Darnell Williams more than made up for any holes in logic.
I should also add, as a footnote, that Greg Nelson acted as best man at the Jesse/Angie wedding. And Uncle Rob shot two people---Tad and Julia---pretty much without reason. Just feeling evil that day, I suppose. Julia died of internal injuries. Tad ALMOST died, and had an out-of-body experience with his beloved Dixie...

Jesse came back originally as a Guardian Angel for Tad when he started to walk to the bright white light, or to take the up elevator not the down elevator.
Angie came back as a Doctor who specialized in mysterious diseases to save Greenlea at Dr. Joe Martin's insistance. Dr. Joe talked Angie into hanging around, then Frankie came back on the scene (for a second time) and had to be talked into staying at Pine Valley Hosp to work with Dr. Mom.
Jessie, we are to believe, was always alive and on the run from the evil Papel, who happened to be Tad's uncle ( my head hurts on that one too). Once the evil Papel was arrested then Jessie could come out of the shadows and explain to people who had aged 5 to 35 years in his absence where he had been the last 20 years.
Having been a cop once 20 years ago, it is only fair that he be given the job of Chief of Police.
